Product description产品描述（英文+中文）：

a. Bin body -- A standard six-cubic yard, steel trash bin with sloped top consisting of four sides with 14-

gauge prime steel with ribs and flanged corners, and with 12-gauge prime steel bottom. Solid inseam

weld for all sides and bottom. It shall have front sloping or cathedral design. Front, back, and bottom

shall have not less than two stiffening corrugations each, running in the direction of greatest dimension

to provide suitable rigidity. Two (2), enclosed, continuous, 4” skid/support beams, equally spaced along on the bottom of the trash bins, designed to cushion the impact of the trash bins when lowered from trash trucks.

b. Side Lift Channels — Two (2), 12-gauge steel channels, one channel on each side of the trash bin. Each channel shall be 4” w, 8.5” h, 55” d. Front edge of lift channel reinforced by formed steel band, ¼ inch x 3-inch. The bottom of the channel shall be 25” from the bottom of the trash bin. Side lift channel welded to bin with solid and continuous welds. Each channel shall be reinforced by eight gussets, not less than 3” x 3”, continuously welded to bin and lift channels.

c. Lid —(see Attachment 1) One (1), 14-gauge steel lid with a single panel design, and constructed to

deter theft. Two angle irons are on the top of lid on the right and left side. The top of the lid has three

(3) 7-gauge hinges with 0.75” pins welded on 2.5" channel reinforcement connected to the body of the

bin. The lid shall have two (2) link-chains connected on the inside of the trash bin body to prevent the

lid from swinging and colliding with the rear of the trash bin when lifted and emptied by the trash truck. One (1), 0.75” thick lock plate that will position between the two lock plates on the structural angle iron as described in section d. below. It has angle irons on all four sides on the underside of the lid(see Attachment 3).

d. Structural Angle Iron and Lock --- One (1) continuous, 72” piece of angle iron, “L”-shape, running the

entire width of the trash bin. The angle iron pivots from the bottom and swings up over the lid of the

trash bin (see Attachment 1). It is held in place by its own weight and clasp with an ABUS, maximum 10

model 83/55 2 1/4" hardened solid steel padlock or equal securing the angle iron to trash bin. The ABUS locks will be provided and installed by the HACLA. The angle iron shall be secured through two (2), 0.75” thick lock plates resting on either side of the lock plate on the lid allowing the padlock to pass through and clasp shut (see Attachments 3 and 4).

e. Drain plug -- One (1) drain plug, 2 inches in diameter shall be located at the bottom of each trash bin.

f. Finish — All surfaces shall have all impurities removed and apply a corrosion-inhibited coating. The

inside and outside of the trash bin shall be thoroughly cleaned of rust, oil, and other impurities and

washed with Chevron #1 Solvent, or equal. Inside and outside to be given one coat of rust inhibitor

primer. Outside of trash bin shall be primed with an enamel sealer and painted with two coats of

industrial enamel with a hardener in forest green or deep green color. Inside the trash bin shall be

finished with standard undercoating material. Trash bins shall withstand exposure to all types of weather and shall be resistant to graffiti and rust.

2. WARRANTY, REPAIR, AND REPLACMENT

a. One (1) Year complete product and labor warranty for trash bins. Should any defects arise due to

labor and/or material defects such as rusting and fabrication defects, the vendor shall complete the

necessary repairs either at the location of the trash bin or at the vendor’s facilities. All costs associated

with the repairs covered under the warranty shall be the vendor’s responsibility. All repairs shall be

completed within five business days from the date of report of defect.

b. For damages not due to labor and/or fabrication defects, the vendor shall complete the needed

repairs, in order of HACLA’s preference, first at the location of the trash bin, then at the vendor’s

facilities. HACLA shall be responsible for all costs associated with the repairs. The vendor shall receive

prior written approval before any repairs are made. Should the cost of repairing the trash bin exceed

the total cost for replacement, the vendor shall advise HACLA and receive prior written approval from

HACLA for replacement of the trash bin. All replacements shall be completed within 14 business days

from receiving written approval from HACLA.

3. DELIVERY

A prototype trash bin shall be delivered and off-loaded at a designated location within 30 calendar days of the issuance of a HACLA Purchase Order. The prototype shall passes field tests and inspection by HACLA to ensure the construction of the trash bin is sound, and the gravity lock is operable when the trash bin is emptied, to ensure they meet HACLA’s needs. Should the trash bin fail the field test and

inspection, the vendor, at its own expense (labor and materials), shall make the necessary modifications

and adjustments to ensure the prototype passes the field test. Any modifications and adjustments made to ensure the trash bin pass the field test and inspection by HACLA shall be applied toward the

production run for the balance of the trash bins with no additional charges to HACLA. The vendor must

receive written approval before the production run of the trash bins.

All trash bins shall be delivered according to a scheduled to be determined by HACLA. They shall be

delivered before 12/30/2023. All trash bins shall be off loaded to the ground at designated areas within

each of the housing sites listed in Section III without assistance from HACLA staff. HACLA does not have

loading docks.

2.保修、维修和改换

如果修理垃圾桶的用度超过改换垃圾箱的总本钱，供应商应奉告客户并得到客户的事先书面批准以改换垃圾桶。
所有改换应在收到客户的书面批准后的14 个事情日内完成。

3.交付

垃圾桶样品应在客户采购订单发出后的 30 天内交付并卸载到指定地点。
样品应通过客户现场测试和考验，确保垃圾桶构造无缺，垃圾桶清空时重力锁可操作，确保符合客户的需求。
如果垃圾桶未能通过现场测试和检讨时，供应商应自费（人工和材料）进行必要的修正和调度，以确保产前样通过现场测试。
为确保垃圾桶通过客户的现场测试和检讨而进行的任何修正和调度均要利用于后续垃圾桶的大货生产，而不会向客户收取额外用度。
供应商必须在垃圾桶生产运行前得到书面批准。

所有垃圾桶均应按照客户确定的操持交付。
它们应在2023 年 12 月 30 日之前交付。
所有垃圾箱应在指定区域内卸载到地面在没有客户事情职员帮忙的情形下，在第 III 部分列出的每个住房用地。
客户没有装卸码头。
